US Mediates Ukraine Negotiations in Abu Dhabi as White House Pushes for Conflict Resolution

High-level talks including American, Moscow, and Ukrainian delegates are underway in the United Arab Emirates this week, marking the most recent phase in efforts to forge a ceasefire deal to end the ongoing war in the region.

High-Level Participants and Initial Talks

US Army Secretary Dan Driscoll apparently held talks with a Moscow team on Monday night, with negotiations proceeding into Tuesday.

“Discussions are progressing positively and we maintain hope. He is working in tight alignment with Washington as discussions unfold,” a spokesman remarked.

The Ukrainian top intelligence official, Kyrylo Budanov, was scheduled to participate in the discussions, though it remained unclear whether direct talks with Moscow’s representatives would occur or if separate bilateral sessions would be held.

Membership of the Moscow team was uncertain. “We cannot provide details. We are following the media reports,” a Russian spokesperson informed state media.

Context and Revised Peace Plan

These meetings follow prior discussions in a European nation where US and Ukrainian officials modified a draft American plan for ending the conflict.

Moscow has so far not approved the most recent version of the proposal and is unlikely to agree to many of the Kyiv revisions.

Russia’s top diplomat, the Russian diplomat, stated that any amended peace plan must embody the “spirit and letter” of what was covered during previous summit talks between both nations.

Global Reactions and Apprehensions

EU leaders are apparently struggling to remain involved in the negotiations as US representatives drive the efforts.

The Finnish president, Alexander Stubb, who has emerged as a primary interlocutor between Washington and EU officials, commented that the coming days would be crucial in efforts to find a resolution.

He allegedly spoke with the Ukrainian president and Nato representatives, stating that “Decisions about Ukraine’s future rest with its people, and while European security matters are for Europe to resolve.”

At the same time, the France’s president, Emmanuel Macron, cautioned against a settlement that would amount to a “concession” for Ukraine.

“What was put on the table gives us an idea of what would be acceptable for the Russians. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he declared.

Specifics of the Original American Plan

American plan was originally composed of multiple articles and was drawn from dialog between American and Russian representatives, with input from Kyiv defense officials.

Key aspects of the plan reportedly involved:

  • Ukraine relinquishing territory presently occupied by Russia
  • Additional zones that would be required to be willingly given up
  • Restrictions on the size of the Ukrainian army
  • Amnesty for all parties in the conflict regarding war crimes

Recent Events and Ongoing Difficulties

American representative reportedly traveled to Kyiv to brief Zelenskyy on the proposal and demand rapid approval.

The demand, coupled with the leaking of the proposal, apparently shocked Kyiv and EU officials.

Zelenskyy stated that the country was facing one of the hardest moments in its existence and was being forced to choose between “forfeiting self-respect or abandoning a crucial supporter.”

Subsequently, Driscoll briefed alliance representatives on the proposal in the capital, with one attendee labeling it as “an extremely difficult session” and stating that EU ambassadors were shocked by both the substance and manner of the delivery.

Washington later softened its position, stating that the 28-point plan was an “starting position for talks” rather than a final demand.

Military Developments During Negotiations

While peace efforts continue, Russian forces has maintained its regular strikes on Ukraine’s cities.

Moscow’s forces allegedly fired numerous of projectiles and hundreds of drones at objectives in and around Kyiv, as stated by Kyiv reports.

Zelenskyy stressed that Moscow must not feel it could prevail in the war while talks were underway.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Measures against Russia need to produce tangible effects,” he affirmed.

Kyiv’s leader reported that multiple people had been fatally injured in the overnight attack on the city.
